While discussing the role of the Center for Constitutional Governance (CCG) in unpacking and sensitizing the general public about the Constitution, General Tumwine thinks that the most important part of the 1995 Constitution of the Republic of Uganda, as amended, is Article 1 of the Constitution.
The General thinks that actually there is no need to unpack the Constitution. All that CCG needs to do is tell Ugandans in all local languages that "ALL POWER BELONGS TO THE PEOPLE WHO SHALL EXERCISE THEIR SOVEREIGNTY IN ACCORDANCE WITH THE CONSTITUTION".
He goes on to add that if all Ugandans understood the meaning of this Article, we would not be experiencing the problems we are struggling with today.
To this extent, the General goes on to add that the next important thing now to Ugandans is knowledge. This knowledge that should be basic to every Ugandan includes: health (hygiene and nutrition); basic security information; techonolgy; environment - simple conservation needs and wealth creation. The General went on to assert that if Uganda resolved the governance question and achieved the basic knowledge requirements, then we should move on to institutional sustainability, inovation and invention. This is what defines development and maturity of a nation.
As he concluded his conversation, he asserted that the future of Uganda now lies with the young people but these young peple must be strategic in delivering this future to Ugandans.
